Harry Fleming, Chief Executive Officer & Chairman of the Board

Mr. Fleming has over 25 years of legal and business experience in corporate finance and securities law, focusing much of his career on emerging growth companies, mergers and acquisitions, strategic business planning and turnaround execution. His background includes venture capital representation, business strategy consulting, public company representation, as well as mergers and acquisitions with high tech firms in Houston and Boston. Additionally, he has extensive experience with consolidating companies in the healthcare, energy, and waste management industries. As CEO, President, CFO and General Counsel for several public and private companies, Fleming has a broad base of experience dealing with turnaround and growth strategies.

Fleming has been quoted in numerous publications, including MIT Technology Review, Scientific American, Solar Today, Sustainable Energy, Inter PV, Houston Business Journal, The Houston Chronicle, The San Francisco Business Times, and on “The Business Makers” and “Corporate Strategies” radio shows, among other news outlets. Fleming has also presented at numerous industry conferences and has spoken as a guest lecturer at London Business School on M&A strategies.

Having spent more than 20 years at law firms in Houston and Boston, Fleming maintains the highest rating (AV) of U.S. attorneys by Martindale-Hubbell. Fleming is admitted to practice law in the State of Texas and the Commonwealth of Massachusetts. He is also admitted to practice before the U.S. Supreme Court. Fleming received his MBA from Boston College in 1999, JD from the University Houston in 1983, and BA from the University of St. Thomas in 1980.


Kenneth Efird, President

Mr. Efird most recently served as Chief Operating Officer and Chief Business Development Officer of the Company. He joined the Company in 2010, and during his tenure oversaw clinical operations, revenue cycle management, sales, business development and the rollout of a new marketing strategy, which includes the integration of Athas technologies and the expansion of Nobilis' portfolio of brands. He has been instrumental in the improvement of operational execution across all Nobilis facilities. Mr. Efird has also played a significant role in the integration of acquisitions and will continue to do so as President. Prior to joining Nobilis, Mr. Efird served as Chief Executive Officer and founder of Diagnostic and Interventional Spine Centers of Texas, a multidisciplinary practice that created a network of allopathic spine teams.

Prior to joining Nobilis Health in January of 2017, Mr. Young served as Senior Vice President of Finance/ Divisional CFO for St. Jude Medical Inc.’s Americas Division, where he oversaw extensive expense reduction programs while simultaneously expanding the division’s product offerings. Mr. Young’s cost reduction programs generated substantial cost savings and improved profitability during his tenure.

Prior to his tenure at St. Jude Medical, Mr. Young served as the Division VP of Finance at Thermo Fisher, where he partnered with corporate and division leaders to coordinate company-wide restructuring activities as well as to renegotiate major supplier contracts.

Mr. Young is a licensed CPA and holds an MBA from The University of Texas at Austin.


Marissa Arreola, Chief Strategy
Officer & President,

Ms. Arreola joined Nobilis and Concertis in 2016 to develop and direct the company’s strategic plan of being a leader in bundled payment, population health management, and care coordination.

Ms. Arreola has over 18 years’ experience in healthcare operations and health law regulatory and transactional work. Prior to joining Concertis, she was a Partner at Baker Donelson, in the firm’s health law section. She also served as Director of Legal Services at Houston Methodist Hospital System, an academic medical center headquartered in Houston’s Texas Medical Center. Ms. Arreola has represented hospitals and physicians in a wide variety of transactions and regulatory matters. She also has extensive experience with hospital governance, managed care contracting, and development and administration of hospital service lines. She holds a national leadership position with the American Health Lawyers’ Association and is a frequent speaker at regional and national health care conferences.

Ms. Arreola earned her B.A., cum laude, from Rice University and her J.D. from the University of Houston Law Center. She is currently listed in Best Lawyers in America in Health Care Law.


, Chief Revenue

Patrick joined Nobilis Health in April 2014 to lead the Sales and Business Development Teams. He has 15 years of healthcare sales and business development experience. Prior to joining Nobilis Health, he held successful sales leadership positions with major healthcare companies, such as Intuitive Surgical, Medtronic, and Pfizer Pharmaceuticals. Throughout his career, Patrick has excelled at selling disruptive healthcare concepts to physicians and healthcare facilities. As Executive Vice President of Sales, Mr. Yoder leads all Nobilis Health’s physician recruitment and retention strategies.

Patrick earned his B.A. from Rhodes College, where he was a four year starter and captain of the Rhodes basketball team.


Marcos Rodriguez, Chief Accounting Officer

Prior to joining Nobilis, Mr. Rodriguez served for five years as Director in Opportune LLP’s Complex Financial Reporting practice and Enterprise Risk practice leader where he held various client leadership positions including Controller, Chief Accounting Officer and Director of Internal Audit. Mr. Rodriguez has over 18 years of diversified accounting experience including financial accounting and reporting, technical accounting research, external and internal audits, initial public offering readiness, Sarbanes-Oxley implementations, mergers and acquisitions, Securities and Exchange Commission regulations, and both U.S. Generally Accepted Accounting Principles and International Financial Reporting Standards. Mr. Rodriguez began his career in 1998 with Deloitte & Touche LLP in the audit and enterprise risk practice. Mr. Rodriguez graduated with a B.S. in accounting from Louisiana State University and a licensed CPA.


Marc Celia, Executive Vice
President of Operations

Mr. Celia joined Nobilis as the Executive Vice President of Operations in the Spring of 2017. In his role, Mr. Celia is responsible for managing the operations of all Nobilis hospitals, surgical centers, and clinics.

With nearly 20 years of operational and managerial experience in the healthcare services industry, Mr. Celia brings exceptional knowledge, business sense and expertise to the Nobilis Health team.

Prior to joining Nobilis, Mr. Celia served as the Vice President of Continuous Improvement for United Surgical Partners International/ Tenet Healthcare (“USPI”), where he was responsible for leading operational cost transformations by identifying and implementing best practices across hundreds of surgical centers and hospitals throughout the country.

Prior to his role at USPI, Mr. Celia spent five years as the CEO of Memorial Hermann Surgical Hospital Kingwood, in Houston, Texas. The hospital received a multitude of recognitions and accreditations over the course of Mr. Celia’s tenure there as CEO, including maintaining consistent patient satisfaction scores in the 95th percentile, nationally, while simultaneously boasting physician satisfaction levels of 100%.

Mr. Celia holds a Master of Science (MS) in healthcare management-emergency services, from the University of Maryland.


Badlani, MD
, Chief Medical

Neil Badlani, M.D., M.B.A. is a Board-Certified Orthopedic Surgeon specializing in Minimally Invasive Spine Surgery. He has been the Chief Medical Officer for Nobilis Health and North American Spine since March 2016 and served before that as the Vice President of Medical Affairs for 1 year. Based in Houston, clinically he practices cutting-edge techniques in treating spine, back and neck pain, as well as complicated spinal disorders in patients of all ages. His surgical emphasis is on minimally invasive techniques including laser and robotic surgery. He has been featured on KHOU 11, Fox 26, KPRC Local 2 and in the Houston Chronicle.

Dr. Badlani is also an award winning researcher having been recognized nationally by the American Academy of Sports Medicine and Western Orthopaedic Association and internationally by the Combined Orthopaedic Research Societies of the USA, Canada, Japan and Europe for his work. He has presented his research both on orthopaedic surgery and economic aspects of medicine at national meetings including the American Academy of Orthopaedic Surgeons and the North American Spine Society. In recent years, he has given several national presentations on the Economics of Outpatient Surgery using Nobilis best practice techniques. He has written several papers and given presentations about orthopaedic hospitals, surgery centers and medical reimbursement issues. He has written numerous book chapters about minimally invasive spine surgery. He is a reviewer for “The Spine Journal" and "The International Journal of Spine Surgery".

Dr. Badlani earned a B.A. in economics from the George Washington University, graduating Summa Cum Laude in only 3 years. He completed a dual MD/MBA program in just 5 years at the University of Pittsburgh. His orthopaedic surgery training was done at the University of California, San Diego, followed by fellowships in both adult and pediatric spine surgery at Rush University Medical Center in Chicago, IL
